Kitty Hailey, CLI, CFE, has dedicated over four decades to the investigative profession, earning recognition as both a seasoned criminal defense investigator and the discipline’s foremost ethicist. She wrote the seminal Code of Professional Conduct: Standards and Ethics for the Investigative Profession, now in its fourth edition, and has been honored with the Julius “Buddy” Bombet Lifetime Achievement Award and New Jersey Investigator of the Year accolades for her leadership and ethical vision. Widely respected among her peers, Kitty has also been a sought-after speaker at national investigative and legal conferences.
Kitty spent eight years working with the Federal Defender Capital Habeas Unit, where she reinvestigated death penalty cases—an experience that deeply shaped her commitment to justice. Today, she works primarily on civil rights and wrongful conviction cases, continues to write for industry journals, and remains a guiding voice in investigative standards and professional integrity.
